some nascar changes

Here are some competition changes for the upcoming race season. I like the rule about the money from the fines going to The Nascar Foundation. The new procedure for qualifying for the drivers outside the top 35 looks like a good change too, but I really wish they'd make everyone qualify, but I must have missed the call when the France family called me to ask what I thought about it.
